question about hdtv pci tuner card?

I have a few questions.
1) Will I need an extra antenna to receive local HDTV channels? Or will the card itself be able to do that?
2)
My LCD monitor has max resolution of 1680 x 1050, but HD signal comes in at 1920 x 1080, so how will my monitor display it?
3) has anyone bought or used this card?
4) are there any video cards that have hdtv tuners like this built in, because i want to get a new video card, so if i can get 2 in 1 it would be best.
basically i want a card that i can hook my basic cable up to and also receive hd local channels. if this comes in a video card that would be great, if i need the separate card for it, tahts fine too,

look at it again -it does say it supports NTSC.
What do you mean convert to 720p? From what I understand some channels broadcast 720p (fox,abc, to name some) and other 1080i, whatever channel i am watching would be the reception I would get.
My question was since my monitor is max 1680×1050 resolution, what resolution would it appear on my monitor (obviouslty cant be 1920×1080, would it be 1680 x 1050 or lower/.)
